Obama Announces New Sanctions On Iran

Diebold shares sink after 2Q earnings report

NORTH CANTON, Ohio (AP) ? Diebold Inc.'s second-quarter earnings jumped 27 percent, as revenue growth from Latin America helped the maker of bank teller machines, security systems and equipment.

Even so, the North Canton, Ohio, company said Monday it lowered the top end of its 2012 earnings forecast, and it now expects smaller revenue growth, partly because of a negative shift in currency exchange rates, mainly from Brazil. The company's shares sank in Monday morning trading.

Diebold now expects 2012 adjusted earnings, which exclude one-time items, to range between $2.50 and $2.60 per share, compared to its previous range of $2.50 to $2.70 per share. It now forecasts revenue growth to range between 6 percent and 8 percent, compared to its previous outlook calling for 7 percent to 10 percent.

The new range would amount to revenue of about $3.01 billion to $3.07 billion.

Analysts surveyed by FactSet expect, on average, earnings of $2.67 per share on $3.06 billion in revenue.

For the second quarter, the company earned $26.5 million, or 41 cents per share. That compared to $20.8 million, or 32 cents per share in last year's quarter. Adjusted earnings were 49 cents per share this year.

Revenue climbed 12 percent to $743.2 million.

Analysts expected, on average, earnings of 58 cents per share on $729.8 million in revenue.

Diebold said it saw 30 percent revenue growth in the Latin America/Brazil region in the quarter. But the company's total cost of services rose 13 percent to $557.6 million and its taxes on income more than doubled to $14.2 million in the three months that ended June 30.

Diebold also said it changed its 2012 forecast due to a delay in anticipated additional revenue from Brazil's election systems into 2013.

Company shares fell 11.9 percent, or $4.31, to $32.01 in Monday morning trading, while broader trading indexes were nearly flat. Diebold's share price had topped $40 in April, but Monday's slide brought it closer to its 2011 closing price of $30.07.

54290 Nevadans to receive rebates from health insurance companies

CARSON CITY ? Some consumers in Nevada can soon expect to receive rebates from their health insurance companies.

A provision of the federal Affordable Care Act requires that health insurance companies spend a certain percent of a consumer?s premium dollars on medical care and quality improvement. This is called a medical loss ratio. Those companies that didn?t meet the medical loss ratio standard in 2011 will be required to provide rebates to their policyholders no later than August 1.

Rebates will be issued to 54,290 Nevadans.

While the amount of each rebate will vary and depends on the premiums paid by the consumer, the average rebate will be about $96 per person, equal to $5.75 dollars a month for the previous plan year. The average health insurance premium paid in 2011 was about $4,200 per person per year, or $350 per month.

?Our health insurance market is a competitive marketplace, with 40 active carriers. Premiums consumers pay are competitively priced, and that is evidenced by the relatively low amount of rebates, $4.5 million in rebates compared to $2 billion in total premiums,? said Insurance Commissioner Scott J. Kipper. ?The Nevada Division of Insurance continues to monitor the markets to ensure our carriers comply with Nevada?s premium pricing statutes. This ensures that our consumers get the best value for their premium dollars.?

The six companies that will be issuing rebates are:

Aetna in the individual and small group markets.
Anthem HMO in the large group market.
Anthem PPO in the small group market.
CIGNA in the large group market.
Humana in the individual market.
Trustmark in the small group market.

The amount of each rebate will vary and depends on the premiums paid by the consumer. Health insurance companies may issue rebates in one of the following ways:

?A rebate check in the mail.
A lump-sum reimbursement to the same account used to pay the premium if it was paid by credit card or debit card.
A reduction in future premiums.
To the employer, who may provide one of the above to the employee, or apply the rebate in a manner that benefits its

Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year loan declined to 3.49 percent. That's down from 3.53 percent last week and the lowest since long-term mortgages began in the 1950s.

The average rate on the 15-year fixed mortgage, a popular refinancing option, dipped to 2.80 percent. That's below last week's previous record of 2.83 percent.

The rate on the 30-year loan has fallen to or matched record-low levels in 13 of the past 14 weeks.

Cheaper mortgages have helped drive a modest but uneven housing recovery this year.

Sales of new and previously occupied homes fell in June but were higher than the same month last year. Home prices have started to stabilize in many large markets. And builders are more confident and are putting up more houses than they have in nearly four years.

Fewer Americans signed contracts to buy homes in June, the National Association of Realtors said in a separate report Thursday. The group's index of sales agreements fell to 99.3, down from May's reading of 100.7.

A reading of 100 is considered healthy. The index is 9.5 percent higher than it was a year ago. There's generally a one- to two-month lag between a signed contract and a completed deal.

Low mortgage?rates could also provide some help to the economy if more people refinance. When people refinance at lower rates, they pay less interest on their loans and have more money to spend. Many homeowners use the savings on renovations, furniture, appliances and other improvements, which help drive growth.

Still, the pace of home sales remains well below healthy levels. Many people are still having difficulty qualifying for home loans or can't afford larger down payments required by banks.

The sluggish job market could deter some from making a purchase this year.

U.S. employers added only 80,000 jobs in June, a third straight month of weak hiring. The unemployment rate was unchanged at 8.2 percent, the government reported last week. Slower job creation has caused consumers to pull back on spending.

Mortgage?rates have been dropping because they tend to track the yield on the 10-year Treasury note. A weaker U.S. economy and uncertainty about how Europe will resolve its debt crisis have led investors to buy more Treasury securities, which are considered safe investments. As demand for Treasurys increase, the yield falls.

To calculate average rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week.

The average does not include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.7 point, unchanged from last week. The fee for 15-year loans rose to 0.7 point from 0.6 the previous week.

The average rate on one-year adjustable rate?mortgages rose to 2.71 percent from 2.69 percent. The fee for one-year adjustable rate loans edged up to 0.5 point from 0.4 point.

The average rate on five-year adjustable rate?mortgages jumped to 2.74 percent from 2.69 percent last week. The fee was unchanged at 0.6 point.

Penn State faced four-year 'death penalty'

Penn State students would have been more shocked had the NCAA handed down a four-year death penalty (Getty Ima??

In an interview with Yahoo! Sports' Pat Forde on Monday, NCAA President Mark Emmert revealed that members of the Division I Board of Directors discussed much more severe penalties than the ones actually levied against Penn State.

Now we know specifically what was on the table.

Emmert and Penn State President Rodney Erickson told ESPN's "Outside the Lines" on Wednesday that the majority of school presidents favored suspending the university's football program for four years.

Instead of either accepting that unprecedented punishment or forcing the NCAA to launch a formal investigation by refusing to accept sanctions, Erickson entered covert discussions with the NCAA in hopes of reaching a compromise that did not include the death penalty. The result was a defacto plea bargain in the form of the consent agreement Penn State leaders signed. In return for the NCAA taking the "death penalty" out of the punishment, Erickson agreed not to appeal penalties that included a four-year bowl ban, the nullification of 112 wins, massive scholarship reductions and a $60 million fine.

That Erickson negotiated that deal without consulting Penn State's board of trustees did not please everyone. The board of trustees met Wednesday with Erickson to discuss whether he had the authority to agree to the penalties without its approval and released a statement begrudgingly expressing its acceptance of the deal he negotiated.

"The Board finds the punitive sanctions difficult and the process with the NCAA unfortunate," the statement read.? "But as we understand it, the alternatives were worse as confirmed by NCAA President Mark Emmert's recent statement that Penn State was likely facing a multi-year death sentence."

Erickson might have put his own job in jeopardy by not keeping the board in the loop during his discussions with the NCAA, but he deserves credit for negotiating a far better deal.

As damaging as the current penalty is to Penn State, no football for four years would have been a crippling financial setback to the university. Without revenue from TV appearances or ticket and concessions sales, the school could only have funded its Olympic sports that rely on football money via private donations or increased tuition. Maybe supporting those programs for four years would have been possible, but it might have taken Penn State football a decade or two to recover from four years off.

The fact that the NCAA was considering a four-year death penalty for Penn State football once again calls into question whether it should have the authority to punish programs whose misdeeds are actual crimes rather than rules violations.

Yes, covering up child molestation allegations against Jerry Sandusky was an incredibly reprehensible action. Yes, the men responsible deserve to be held accountable. But coach Joe Paterno is dead, school president Graham Spanier has been fired, and suspended AD Tim Curley and now-retired school vice-president Gary Schultz are awaiting trial.

What purpose would it serve or problems would it solve for the NCAA to suspend Penn State football for four seasons and send the Nittany Lions to the depths of the Big Ten for countless more? Shouldn't the court system be the ones to punish the guilty parties rather than a group of PR-conscious school presidents pandering to an enraged public by enacting vengeance against Penn State football and demanding credit for it?

The precedent set by the actual punishment is still one that may make schools squeamish, but at least that penalty is less harsh.

Players who had nothing to do with the Sandusky cover-up and want to finish out their careers at Penn State can still do so. Students enrolling this fall won't have to go four years without attending a football game. And athletes in other sports at Penn State that rely on football revenue to survive won't have to search in vain for another form of fundraising.

LONDON (Reuters) - South Korea's Im Dong-hyun broke his own 72-arrow world record in the archery ranking round for the London Olympics with a score of 699 on Friday.

Im and his South Korean team mates, Kim Bub-min and Oh Jin-hyek, also broke the team world record for 72 arrows with a score of 2,087 at Lord's Cricket Ground.

Im, who won team gold at the 2008 and 2004 Games, lost his world number one ranking to American Brady Ellison in 2011 but has been in sensational form in the lead-up to the London Games, winning the test event at Lord's late last year and setting the previous record of 696 in Turkey in May.

The Korean, who suffers from strong myopia and just aims at a "blob of yellow color" in the center of the target 70 meters away, was happy to be at the top of the ranking round but was not about to get carried away.

"It's just the first round so I won't get too excited about it," he said.

Im will face 64th ranked archer Emanuele Guidi of San Marino in the first round. Guidi scored 110 points less than Im.

Im's team mate Kim would also have broke the record after shooting 698, while the third member of the team Oh finished with 690.

South Korean head coach Jang Young-sool was delighted his team had shot so well in the ranking round and said the damp drizzly conditions had not been a problem.

"It was good weather to shoot," he told Reuters. "A world record gives us confidence for the rest of the competition."

Despite winning the last three team gold medals, South Korea's men have yet to win the individual title.

U.N. urges Kenya to probe violence after 2007 elections

GENEVA (Reuters) - United Nations human rights experts called on Kenya on Thursday to investigate fully all cases of violence after 2007 elections and denounced a "climate of impunity" still shielding suspects.

Kenya should "as a matter of urgency, pursue all cases of post-2007 election violence to ensure that the perpetrators are brought to justice and that victims are adequately compensated", the U.N. Human Rights Committee said.

The Hague-based International Criminal Court said on July 9 that four prominent Kenyans, including presidential hopefuls Uhuru Kenyatta and William Ruto, would be tried for masterminding the 2007/2008 bloodshed that killed more than 1,200. All deny wrongdoing.

Their trials for crimes against humanity were set for April 2013, a month after Kenyatta and Ruto intend to stand in a presidential election in east Africa's largest economy.

"There are cases of a high level pending before the ICC with regard to these events. But there are a large number of middle- and low-level perpetrators who are below the radar of the ICC," committee member Gerald Neuman told a news briefing.

"Kenya needs to accelerate the process of dealing with these cases in order to avoid impunity," he said.

"Some cases have been brought, small numbers, but what is going to happen to the rest of the files is a matter of concern."

Human Rights Watch, in a report last December, accused the country's political elite and police of stalling investigations.

The U.N. committee voiced concern "at the slow pace of investigations and prosecutions into allegations of torture, extrajudicial killings by the police and by vigilante groups".

It also urged Kenya to boost security at camps of Somali refugees and investigate "physical and sexual violence by the police towards refugees" that erupted after bombs killed police officers last December.

"The refugees need to be comprehensively protected, but unfortunately they also need to be protected against the people who are there to protect them," Neuman said.

Ancient Incan mummy had lung infection, according to novel proteomics analysis

ScienceDaily (July 25, 2012) ? A 500-year-old frozen Incan mummy suffered from a bacterial lung infection at the time of its death, as revealed by a novel proteomics method that shows evidence of an active pathogenic infection in an ancient sample for the first time.

The full report is published July 25 in the open access journal PLoS ONE.

Detecting diseases in ancient remains is often fraught with difficulty, especially because of contamination. Techniques based on microbe DNA can easily be confused by environmental contamination, and they can only confirm that the pathogen was present, not that the person was infected, but the researchers behind the study, led by Angelique Corthals of the John Jay College of Criminal Justice, City University of New York, found a way around this problem. They used proteomics, focusing on protein rather than DNA remains, to profile immune system response from degraded samples taken from 500 year-old mummies.

The team swabbed the lips of two Andean Inca mummies, buried at 22,000-feet elevation and originally discovered in 1999, and compared the proteins they found to large databases of the human genome. They found that the protein profile from the mummy of a 15-year old girl, called "The Maiden," was similar to that of chronic respiratory infection patients, and the analysis of the DNA showed the presence of probably pathogenic bacteria in the genus Mycobacterium, responsible for upper respiratory tract infections and tuberculosis. In addition, X-rays of the lungs of the Maiden showed signs of lung infection at the time of death. Proteomics, DNA, and x-rays from another mummy found together with the Maiden did not show signs of respiratory infection.

"Pathogen detection in ancient tissues isn't new, but until now it's been impossible to say whether the infectious agent was latent or active," says Corthals. "Our technique opens a new door to solving some of history's biggest mysteries, such as the reasons why the flu of 1918 was so devastating. It will also enhance our understanding of our future's greatest threats, such as the emergence of new infectious agents or re-emergence of known infectious diseases."

"Our study is the first of its kind since rather than looking for the pathogen, which is notoriously difficult to do in historical samples, we are looking at the immune system protein profile of the "patient," which more accurately tells us that there was indeed an infection at the time of death." or "Our study opens the door to solving many historical and current biomedical and forensic mysteries, from understanding why the plague of 1918 was so lethal, to finding out which pathogen is responsible for death in cases of multiple infections."

Antioxidants Linked with Lower Risk of Pancreatic Cancer

People whose diets include high amounts of vitamins C and E and the mineral selenium may have a lower risk of pancreatic cancer, according to a new study from England.

Participants in the study with the highest intake of all three of these compounds were 67 percent less likely to develop pancreatic cancer over a 10-year period compared with the people who had the lowest intakes, according to the study.

The decreased risk might be explained by the fact that vitamins C, E, and selenium are antioxidants, which combat free oxygen radicals that can damage DNA, the researchers said.

"Smoking and diabetes, which are established risk factors for pancreatic cancer, induce oxidative stress and free radical production," they wrote in their study, published online Monday (July 23) in the journal Gut.

The researchers found an association, not a cause-and-effect link, and more work is needed to confirm the results.

If a causal link between these compounds and pancreatic cancer was found, the findings suggest that intake of these vitamins and selenium could prevent one in 12 cases of pancreatic cancer, the researchers said.

Pancreatic cancer and antioxidants

Pancreatic cancer is a deadly disease. An estimated 44,000 people in the U.S. will be diagnosed with pancreatic cancer in 2012, and 37,000 will die of the disease this year,according to the National Cancer Institute.?

In the study, researchers gathered data from 24,000 people between ages 40 and 74 in the U.K. who enrolled in a study called the EPIC-Norfolk Study between 1993 and 1997. Participants completed questionnaires about their medical histories, gave blood samples and kept food diaries for a week.

The researchers used the food diaries to estimate participants' intakes of vitamin E and selenium; vitamin C levels were measured using the blood samples. ?

Over 10 years, 49 participants developed pancreatic cancer. The researchers compared the nutrient intakes of the cancer patients with those of 4,000 healthy people.

The researchers found that the link between pancreatic cancer and people's intake of selenium and vitamin E showed what's known as a "threshold effect," meaning that it was only the people who had the lowest intake ? below a certain threshold ? who had an increased risk of pancreatic cancer.

For example, the researchers divided people into four equal groups based on their intake of selenium. People in the lowest quartile had about twice the risk of developing pancreatic cancer as people in any of the top three quartiles.

Similarly, for vitamin E, people in the lowest quartile were 43 percent more likely to develop pancreatic cancer compared with those in the top three quartiles.

For vitamin C, the researchers found a generally decreasing risk of pancreatic cancer with increased levels.

Antioxidants and cancer

People in the study in the lowest quartile of vitamin E intake were getting less than 7.2 milligrams per day; U.S. guidelines recommend adults consume 15 milligrams per day.

A recent study also showed that most people in the U.S. get plenty of selenium from their diets, and don't need supplements. The foods with the highest concentrations of selenium are organ meats and seafood, but the mineral is also found in cereals and grains, muscle meats and, to a lesser extent, dairy products, fruit and vegetables.

"The potential bene?t of these micronutrients is only applicable to those with the lowest intakes," the researchers wrote. In other words, only people who are deficient in these compounds are likely to see their risk of pancreatic cancer decrease by raising their intake.

But the findings support further research into how antioxidants may benefit health and boost the immune system, they said.

Previous trials looking at the effects of antioxidant supplements on pancreatic cancer risk have produced mixed findings, and one reason for the results seen in this study may be that food sources of these nutrients have different effects on the body than nutrient supplements, the researchers said.

Is there such a thing as eating too many fruits and vegetables?

ScienceDaily (July 24, 2012) ? It may make you scratch your head, but in fact it is possible to overeat healthy foods, according to Loyola University Health System registered dietitian Brooke Schantz.

"While fruits are nutritious, too much of even a healthy food can lead to weight gain," Schantz said. "The key is to remember to control the portion sizes of the foods you consume."

Schantz reported that overeating healthy foods is easy to do, but the same rules apply to healthy food as junk food. Weight fluctuates based on a basic concept -- energy in versus energy out. If your total caloric intake is higher than the energy you burn off in a day, you will gain weight. If it is lower, you will lose weight.

"I have had many patients tell me that they don't know why they are not losing weight," Schantz said. "Then they report that they eat fruit all day long. They are almost always shocked when I advise them to watch the quantity of food they eat even if it is healthy."

Schantz said that one exception applies. Nonstarchy vegetables are difficult to overeat unless they are accompanied by unnecessary calories from sauces, cheeses and butter. This is due to the high water and fiber content of these vegetables coupled with the stretching capacity of the stomach. The vegetables she suggested limiting are those that are high in starch, such as peas, corn and potatoes. Foods that are labeled as fat-free or low-fat are another area of concern.

"People tend to give themselves the freedom to overeat 'healthy' foods," Schantz said. "While the label might say that a food or beverage is low-fat or fat-free, watch the quantity you consume and refrain from eating an excessive amount. Foods that carry these health claims may be high in sugar and calories."

Is the Government Doing Enough to Protect us Online? | FOX8.com ...

LAS VEGAS (CNN) ? More than 400 million people trust Google with their e-mail, and 50 million store files in the cloud using the Dropbox service. People manage their bank accounts, pay bills, trade stocks and generally transfer or store huge volumes of personal data online. Who is ultimately in charge of making sure all this information is secure: the government, the companies or the users?

At lively panel discussion at the annual Black Hat security conference in Las Vegas on Wednesday, computer security experts discussed the roll of the government in online security. The debate centered on whether the U.S. government should take the lead in setting security standards for the industry or whether companies are responsible for their own security and that of their users.

?I lose my cool when I hear people from the government say people from the private sector need to stand up. Providing for the common defense is what the government is supposed to do,? said security systems expert Marcus Ranum.

The U.S. government is considering various security bills that address online security standards.

One controversial bill, the Cyber Intelligence Sharing and Protection Act, would allow private companies to share data with government agencies when there is an attach or breach, without fear of lawsuits from customers over the shared data. However, several civil liberties groups believe the bill needs more restrictions on how the government can use that shared information.

Creating laws isn?t the only way the government can push for greater security. It can also use its significant financial sway on major companies.

?The government is an enormous purchasing agent in our industry. Why can?t the NSA come up with a security standard that they like?? asked Bruce Schneier, security critic and author. ?Let them go to the operating system companies, the database companies, the cloud providers, and say if you want the government business, you have to adhere to this.?

Opponents of the government-control approach say corporations are responsible for their own security online, just as they would be for the physical security of their offices or property. Law enforcement is there to respond to incidents, not make sure the doors are properly locked, they contend.

Some of the enthusiasm for the government to take the initiative on cyberthreats is rooted in distrust of big Internet companies.

At one point, Jennifer Granick, the director of civil liberties at the Stanford Law School Center for Internet and Society, asked the large audience of security professionals who they trusted less, Google or the government? The majority raised their hands for Google.

?I fear Google more than I pretty much fear the government,? said panelist Jeff Moss, the founder of Black Hat and DEF CON. ?Google, I?m contractually agreeing to give them all my data.?

For now, mutual distrust between the government and the private sector is keeping the two sides from working together as effectively as possible, and the public could suffer because of it.

?The biggest risks right now are not the bad guys,? said Schneier. ?They are the good guys who are not doing enough.?

The users do have some responsibility to protect their data online, but the panelists agreed that regular people will usually bypass any extra steps, even if they are in their best interest, in the name of convenience.
